Jakarta, 25 Maret 2021 – PT Telkom Indonesia (Persero) Tbk (Telkom) began verification for its Domestic Component Level (TKDN) of its Capital Expenditure (Capex) and Operation Expenditure (Opex) in 2020 by cooperating with PT Surveyor Indonesia (Persero), which the government has appointed as an independent survey body for TKDN. This initiative is part of TelkomGroup's commitment to the success of the TKDN improvement program that the President of the Republic of Indonesia launched. Verification of TKDN achievement is the final activity before reporting to the relevant Ministries to obtain validation from independent surveyors on self-assessments conducted internally. PT Surveyor Indonesia plans to conduct a post audit of more than 15,000 Telkom spending contracts for the 2020 fiscal year to get a solid conclusion from the absorption of the TKDN portion.
Chairman of TelkomGroup TKDN Task Force, Moh. Riza Sutjipto, said this collaboration shows that Telkom is serious about supporting the Increasing the Use of Domestic Production (P3DN) program and a manifestation of the corporation’s support of domestic industries within the TelkomGroup. The government has made the P3DN program a main concern as mandated by Government Regulation No. 29/2018 on Industrial Empowerment and Minister of Industry Regulation No. 2/2014 on P3DN Guidelines, in which every Ministry/Agency, Regional Government and State-Owned Enterprise is required and expected to proactively form a P3DN Team .
"To following up the regulations, Telkom has formed a TKDN Task Force as Telkom's P3DN Team whose function is to formulate strategies to increase the TKDN portion, increase employee competence in understanding TKDN policies and their technical implementation in company operations through training, perfecting procurement policies and other related internal regulations, as well as preparing acceleration guidance and making reports on TKDN independent implementation or self-assessment. PT Surveyor Indonesia’s involvement in verifying Telkom's TKDN achievement is very important and becomes the final interpretation on the accuracy of TKDN achievement which was carried out independently," Riza said.
Riza added that the Telkom TKDN Task Force in carrying out its duties has coordinated with the P3DN National Team Working Group (Pokja) and the Ministry of Communication and Information (Kominfo) as the technical ministry of the telecommunications industry, in order to get the right direction in implementing and maximizing domestic products absorption within TelkomGroup.
Based on independent calculation of its TKDN achievement, TelkomGroup recorded around 41.6% absorption of its Capex spending and 92% of its Opex 2020 spending. Telkom's Capex spending is dominated by the use of fiber optic materials and installation services, both for retail, business and wholesale customers. Fiber optic technology is the main infrastructure used to provide IndiHome services, as Telkom's FTTH Broadband service.
In the future, Telkom encourages the transfer of technology on active customer termination devices (NTE) from technology owners to the local industry so that it could impact on reducing imports, strengthening the structure of national manufacturing industry and absorption of local workers.
