PaDi UMKM Strengthens Local Business Players’ Role in National Economic Acceleration

Cooperatives & SMEs Minister Teten Masduki, SOE Minister Erick Thohir and Head of the Government Goods and Services Procurement Policy Institute (LKPP) Roni Dwi Susanto launched the Laman UKM (SMEs Webpage) from the Cooperatives & SMEs Ministry, Pasar Digital (PaDi) UMKM from the SOE Ministry, and Bela Pengadaan from LKPP, witnessed via video conference by Coordinating Minister for Maritime Affairs and Investment Luhut Binsar Pandjaitan in Jakarta, Monday (17/8).

Jakarta, 17 August 2020 – Micro, small and medium enterprises, or MSMEs are important instruments in Indonesia’s economic chain. In this digital era, the use of technology by MSMEs can help to accelerate its growth, therefore, State-Owned Enterprise (SOE) Ministry collaborates with nine SOEs to introduce a digital platform that facilitates development of Indonesian entrepreneurs’ potential, Pasar Digital UMKM (MSME Digital Market) or PaDi UMKM. 

SOE Minister Erick Thohir, Cooperatives & SMEs Minister Teten Masduki, Head of the Government Goods and Services Procurement Policy Institute (LKPP) Roni Dwi Susanto and a number of SOE Directors launched the PaDi UMKM platform on 17 August, 2020 as part of the commemoration of the  75th anniversary of Indonesia Independence Day, in an event titled "Expansion of MSME Market to Accelerate Local Economic Growth" that began with a speech from the Cooperatives & SMEs Minister. Coordinating Minister for Maritime Affairs and Investment, Luhut Binsar Pandjaitan also joined the event via video conference. 

PaDi UMKM is a platform created by Indonesia’s IT buffs based on the SOE Ministry initiative, which PT Telkom Indonesia (Persero) Tbk (Telkom) then developed. The platform serves as a centralized information manager and business-to-business marketing service. SOEs such as Pembangunan Perumahan, Waskita Karya, Wijaya Karya, Pupuk Indonesia, Pertamina, Bank Rakyat Indonesia (BRI), Pegadaian, and Permodalan Nasional Madani (PMN) will host the pilot projects conducted as eight MSMEs activity groups, including MSMEs that SOE House (Rumah BUMN) and each SOE’s Community Development Center. BRI, Pegadaian and PNM will provide funding for the MSMEs which will then be developed further in the next phase by other state-owned banks and financing service companies. 

SOE Minister Erick Thohir, who is also the Executive Chairman of the COVID-19 Response and the National Economic Recovery Committee said in an SOE Ministry joint press release: "Increased spending, especially by MSMEs will propel the economy to circulate again, and accelerate economic recovery. SOEs’ role in this matter is manifested through the PaDi UMKM. I am sure that it will further expand the MSMEs ecosystem if it is connected to the Bela Pengadaan and Laman UKM platforms.” 

The PaDi UMKM provides various benefits for MSMEs, SOEs and the government, in this case the SOE Ministry. MSMEs can have a wider market access to SOEs, local and global e-commerce companies, financing or capital funding, and can get insights to improve their product quality. PaDi UMKM makes it easy for SOEs to procure office supplies with a verified seller and clear procurement monitoring. The platform serves as a strong foundation for the government to improve the people's economy, by providing valid data on the MSMEs profiles and business mapping. Especially for the SOE Ministry, it can monitor the SOEs’ spending which contribute to MSMEs across Indonesia.

Telkom President Director Ririek Adriansyah, who was also present at the PaDi UMKM launch, said that one of the targets of this program was the SOEs’ sustainability and increased absorption of the MSMEs’ products. According to Ririek, Telkom has a long, established experience in empowering MSMEs through its Partnership and Community Development Program, and has played an active role as one of the important pioneers in MSMEs development at Rumah BUMN. 

"In line with the government's focus to continuously ensure that MSMEs keep growing and remain productive, Telkom, through its ICT infrastructure and services, is ready to support PaDi UMKM’s  success. Telkom is fully committed to the success of government programs, especially the SOE Ministry in digitizing the MSMEs," Ririek said.

To date, there are more than 60 million MSMEs in Indonesia, out of which 56,000 have joined PaDi UMKM. More MSMES can gradually join the PaDi UMKM platform.

"Telkom remains committed to continue contributing its best to develop MSMEs and surely to keep the Indonesian economy to move forward," Ririek said.
